In February 2021, Monterey County reported over 40,000 COVID cases per day, with more than 80% of COVID-19 deaths occurring in people over 65. As a result, vaccinating older adults against COVID-19 became one of the government's highest public health priorities.

From factory to frontlines, the need for a rapid, efficient, coordinated response was the most critical component for a successful mass vaccine implementation focusing on high-risk groups.
